The National Ombudsman of the Netherlands is a member of the International Ombudsman Institute (IOI), of which most ombudsman offices and similar institutions throughout the world are members. The IOI, inter alia, organises a World Congress once every four years and publishes a yearbook. An institution can only become a member of the IOI if it complies with a number of requirements, including full independence.

At the European level, a European Ombudsman Institute (EOI) was established, while since 1999, the Commissioner for Human Rights within the Council of Europe is mandated to support the activities of European national ombudsman offices in the field of protection of human rights. Every two years, the Commissioner organises a round-table conference and is he very active in newly democratic states.
